One engine, many verticals. Business rules live in configuration; the code stays generic. Every run compiles to an inspectable plan, passes a quality gate it cannot skip, and leaves a decision trail.

Adding a vertical means adding YAML: a policy describing what must be preserved, and a workflow describing the steps. No new engine code.
